New Orleans. Lower 9th Ward, 12 years after. This is about five blocks east of the canal levee. It's Galvez, looking east and north, towards Forstall. The block (bounded by Galvez, Forstall, Miro and Reynes) had only one house and about 10 empty lots. A block east, where you see the nice sunlit houses, there were about seven homes where a dozen sat pre-Katrina. Most of the Brad Pitt houses, as some locals seem to call the more elegant rebuilt houses, sat between here and the levee, behind the camera. Tennessee and Deslondes and Reynes seemed particularly well built up, especially down towards Claibourne. Most of those houses seemed well built and, equally important, elevated against the next flood.
I just had a look at population figures from the Census. In 2000, the Lower 9th had a population of 14,000 folks. In 2010, five years after the storm and well into the rebuilding, the Census showed only 2,840. Even assuming the 2010 population has grown by 2017 to over 5,000, a good 60 percent of the folks couldn't or didn't come back, as the empty lots testify. : photo by Andrew Murr, 4 August 2017
